The council of ministers approved the economic maneuver for 2023 which is worth billions of euros. These are some considerations of the premier Meloni on what the executive decided: “This maneuver is not limited to an accounting job but makes political choices; it is presented by a government that elaborated it in just a month. It is a courageous and coherent maneuver with the commitments we have made with the Italian people and which is betting on the future. The spirit from which we move is a different relationship between the State and the taxpayer: the State is no longer aggressive and punitive but just and understanding towards those in difficulty. There is no amnesty but only advantageous operations for the State. Folders of less than 1000 euros and prior to 2015 are cancelled. For all the others, the amount due is paid with a single surcharge of 3% and in installments".
Growth and social justice
Meloni underlines: “At the base there are two big priorities: the growth, i.e. to secure the productive fabric and the social justice, or the attention to families and lower incomes. The State intervenes to calm bills for families, first with a maximum ISEE of 12 euros and we bring it to 15 euros. The audience for families is expanding but clearly the measure is for those most in need and is worth 9 billion euros.
The premier recalls the increase in the flat tax to 85 thousand euros and “the introduction of the 5% flat tax on productivity bonuses up to 3 thousand euros against the 10% currently envisaged. We postpone the entry into force of the plastic tax and sugar tax of one year. We are introducing vouchers for work in agriculture and in the personal care sector, in particular for housework up to 10 euros. It is a measure to regularize the seasonal and occasional work which must be accompanied by very strict controls to avoid distortions”.
Family and dear bills, the new measures provided for by the maneuver
“The measures for the family and birth rate they are worth one and a half billion euros, a choice that does not have many precedents. The single allowance is increased by 50% for everyone for the first year of the child's life, by 50% for three years for large families. The VAT on all the products of the former childhood it will be at 5%. Also with regard to non-compostable female hygiene devices, the measures for the purchase of the first home for young couples are confirmed. As promised, the major expense item of the maneuver concerns the issue of expensive bills. Out of a maneuver of 35 billion, the measures for energy are around 21 billion. Obviously the two fundamental choices concern tax credits for companies. In fact, a credit is envisaged which is applied on part of the increase that companies have made compared to the same period of the previous year. So we confirm and increase the credits from 40 to 45% for the energy companies and up to 35% for non energy-intensive".
“We will reevaluate the pensions with the minimum of 120% but with an increase mechanism up to 2 thousand euros. Then “the increase gradually decreases until pensions are over 10 times the minimum, ie above 5 euros for which the indexation ends at 35%. The pension maneuver intervenes on the pension scale that would have started from 1 January. Without an intervention from the first of the year, the pension would have started at 67 years. Now, however, it will be possible to retire at 62 with 41 contributions. Anyone who decides to enter this window, until the requirements are met, will not be able to take a pension higher than 5 times the minimum, therefore between 62 and 67 years of age, until the requirements are met”.
Basic income
Sul CBI, “we are faithful to our principles we continue to protect those who cannot work; we also add pregnant women. But, for those who can work, it will be abolished at the end of next year and cannot be received for more than 8 months and expires with the first job offer. There are people who have been taking it for three years, obviously it hasn't worked or for some Italians it has to go on forever, I believe that the state should take care of them and find a job".
