Pandemic, premier Giuseppe Conte signs yet another Dpcm and establishes new restrictive measures to contain the contagion from Covid-19. The decree was signed during the night by the Prime Minister Conte and by Minister of Health, Roberto Speranza. The new restrictions will be in effect from tomorrow until November 13th. In the next few hours the text should already be published in Official Journal.

Mandatory use of masks

Article 1 of the Dpcm states that “it is compulsory throughout the national territory to always have respiratory protective devices with you. As well as the obligation to wear them in indoor places other than private homes and in all outdoor places. The obligation does not exist if, due to the characteristics of the places or the factual circumstances, the condition of isolation from non-cohabiting people is continuously guaranteed. And, in any case, in compliance with the anti-contagion protocols and guidelines envisaged for economic, productive, administrative and social activities, as well as the guidelines for the consumption of food and drinks ".

Sports activities, children under 6 years of age, people with pathologies and disabilities incompatible with the use of the protective device are not required to wear the mask. Furthermore, it is "strongly recommended to use the devices even in private homes in the presence of non-cohabiting people".

Closed discos, prohibited parties

The new rules of the Dpcm provide for the closure of dance halls and discos, outdoors or indoors. While fairs and congresses are allowed. The novelty, compared to the previous Ppcm, is that they are parties are prohibited in all indoor and outdoor places. Civil or religious ceremonies such as weddings are still permitted, according to the rules established by the protocols already in force. However, the holidays related to these ceremonies can include a maximum participation of 30 people.

New measures also for schools

The new Conte decree also establishes new rules for school life. "Education trips, exchange or twinning initiatives are suspended - reads the government document. And, again, guided tours and educational outings scheduled by educational institutions of all levels. Exceptions are the activities related to the paths for transversal skills and orientation, as well as internship activities ". Distance learning is not envisaged, not even in high schools.

The new restrictions do not spare the category concerning bars, restaurants, pubs, ice cream parlors and pastry shops. "The activities of the catering services - says the Dpcm - are allowed up to 24 with table service and up to 21 in the absence of table service ". Catering with home delivery and catering with takeaway are reserved, but "with a ban on consumption on the spot or nearby after 21pm". As for cinema and concerts, for shows, the limit of 200 participants indoors and 1000 outdoors remains.

In this regard, the constraint of one meter between one seat and another and the allocation of seats persists. Events involving gatherings are suspended if it is not possible to keep the distance. According to the Dpcm, the regions and autonomous provinces can establish, in agreement with the Minister of Health, a different number of spectators. This, in consideration of the size and characteristics of the places. However, the ordinances already adopted by the regions and autonomous provinces still remain in force.

In competitions and sports competitions, the presence of the public is allowed “with a maximum filling percentage of 15 percent of the total capacity. In any case, no more than the maximum number of 1000 spectators outdoors and 200 indoors ”. The distance of one meter and the measurement of body temperature at the entrance to the sports facilities must be guaranteed. The regions and autonomous provinces, in relation to the progress of the epidemiological situation in their territories, can always decide in agreement with Minister Speranza, a different number of spectators. This, taking into consideration the dimensions and characteristics of the places and plants.

Also in this area, the ordinances already adopted by the regions and autonomous provinces remain in force. Furthermore, according to the new restrictive measures, all competitions, competitions and all activities related to amateur contact sports are prohibited. Contact sports are allowed, according to the Dpcm, "by professional clubs and, at both competitive and grassroots level, by amateur associations and clubs recognized by the Italian National Olympic Committee (Coni), by the Italian Paralympic Committee (Cip) ". All this, always in compliance with the protocols established by national sports federations, sports bodies and the like.
