The Reconstruction Decree recognizes contributions to private individuals whose homes have been damaged by calamitous events and accelerates compensation procedures as part of private reconstruction interventions to get people back into their homes as soon as possible.

What the decree provides in detail

The Reconstruction Decree, already approved by the Senate on 31 July, became law in the Chamber with 153 votes in favour, 94 against and 4 abstentions. 

  • The provision introduces urgent rules for post-disaster reconstruction, for civil protection interventions and for the holding of major international events.
  • Specifically, the following are foreseen: contributions to private individuals who have had their homes damaged from calamitous events.
  • It was the possibility of having a contribution for unregistered movable property damaged by the 2016 earthquake has been eliminated.
  • The are indicated redevelopment interventions for public buildings and for the functionality of transport infrastructures.
  • Si they speed up compensation procedures for private reconstruction interventions in order to speed up the return of people to their homes.

What does the Extraordinary Commissioner do?

  • The Extraordinary Commissioner can recognize a commensurate contribution on a flat rate basis and based on the number and type of rooms in which the movable goods were located at the time the natural disaster occurred.
  • The Extraordinary Commissioner, will carry out random checks on the beneficiaries and revoke the benefit if it is ascertained that the conditions for obtaining it did not exist.
  • The text indicates his powers and how he is selected for the various extensions. That for the regions Emilia-Romagna, Tuscany and Marche, affected by the floods, will remain in office until 31 December 2024.

The decree establishing it was also included in the text measures in favor of the Campi Flegrei, for which an Extraordinary Commissioner is now envisaged.

The Decree also introduced a regulation regarding the 'Milano Cortina 2026' Foundation which specifies that the foundation does not have the qualification of a public law body and that its activities are not governed by public law rules.
