It was to be called the April decree. But it took time because the measure, as Prime Minister Giuseppe Conte specified, is worth two financial maneuvers: 55 million.

Companies
10 billion allocated for small and medium-sized enterprises with a turnover of up to 5 million and which suffered a decline in revenues of at least a third in April. For medium-sized enterprises (turnover between 5 and 50 billion) which suffered a similar decrease in revenues, support and tax relief for the recapitalization (not less than 250.000 euros). For companies over 50 billion in turnover, a 'Relaunch Heritage' (through securities issued by the Mef) is allocated to grant convertible bonds, participation in capital increases and the purchase of listed shares.
Support for startups with the venture capital fund and the technology transfer fund.
Workers
9 weeks of layoffs added to the 9 foreseen by the Cura Italia dl, with simplification of the assignment procedure, plus a guarantee fund for the advance of wage integration treatments. Freezing of layoffs for another three months (in addition to the two envisaged by Cura Italia). Bonus of 600 euros for co.co.co confirmed also for April. € 1.000 in May for freelancers per VAT number with separate Inps management (without enrollment in alternative social security forms) which we have suffered a decrease, equal to one third in the second two months of 2020. Another 500 euros of bonus for those who work in the agricultural sector.
For April and May an indemnity of 500 euros per month also for home helps and carers (600 euros for contracts of 20 hours per week upwards)
It will be possible to apply to terminate an employment relationship with foreign citizens or to declare the presence of an irregular relationship (in progress) with both Italian and foreign citizens. In this sense, according to majority agreement, a regularization of migrants and irregular workers is envisaged for agricultural employees, home helps and carers. Foreign citizens with an expired residence permit can apply for a temporary permit (6 months). Request not granted to employers convicted of aiding illegal immigration or exploitation of minors or crimes connected to the 'corporal' system. Nor to foreign citizens with an expulsion order.
Families
For those who have not used it, the Cura Italia babysitter bonus has doubled to 1.200 euros (for doctors and health workers from 1.000 to 2.000 euros) which can also be spent on summer camps. Another 15 days of parental leave with pay at 30%, extended to July for children under 12. Private employees with children under 14 will be able to work in smart working. Then added (pursuant to law 104) 12 days of leave.
Emergency income extended by another two months (from 400 to 800 euros per family per month depending on the members).
For families with Isee up to 40.000 euros, holiday bonus up to 500 euros. Another 140 million euros will be allocated to the rental fund. The bike bonus (60% of the cost not exceeding 500 euros) and incentives for public transport also arrive. For families who want to intervene on the house and improve the superbonus energy class to 110%.
Health
3,25 billion in appropriation. 1,25 billion for the local health and social care, 1,46 for hospitals, 430,9 million for interventions on personnel and 95 million for 3.800 new specialization contracts. 3.500 places in intensive care (+ 115%) plus 4.200 in semi-intensive care. VAT at zero (and at 5 in 2021) on masks, disinfectants and protective devices. Employment of ten thousand nurses.
School
331 million to ensure a safe resumption of lessons and 16 thousand stabilizations to have 32 thousand new teachers operational in September. 150 million for summer camps and combating educational poverty.
Culture
210 million for publishing, bookstores, museums and cultural venues. Emergency fund for companies and cultural institutions for the recovery of damage due to forced closure. Reimbursement vouchers are available for those who have purchased cinema, theater and museum tickets.
Sport
It is established that part of the betting income will be destined to the "Sport saving fund" (until July 2022). For April and May an indemnity of 600 euros for sports workers in a collaborative relationship.
Local administrations
12 billion in advance liquidity (to be repaid in 30 years) to local and regional health authorities to pay off debts on supplies, contracts and services. Freezing of layoffs for another three months (in addition to the two provided for by Cura Italia). An additional 3,5 billion is expected for local authorities and 100 million for municipalities to recover missed tourist taxes.
Other tax deductions
Freezing of VAT and excise tax increases and suspension of plastic and sugar tax until 2021.
For companies that invoice up to 250.000 euros, Irap will be stopped in June. Irpef deductions for damaged companies and tax incentives for those who invest in them.
Eliminated the first installment of the IMU (June 16) for hotels, tourist villages, agritourisms, hostels, refuges, campsites and establishments.
60% tax credit for sanitation costs.
No tax for the occupation of public land for the outdoor tables of bars and restaurants and a 60% tax credit for any expenses useful for their reopening.
