Prime Minister Giuseppe Conte announced this evening the new measures to contain the infections from Covid-19. At the new Dpcm, already illustrated to the presidents of the Chamber and Senate, Conte worked with the ministers of the government and with the members of the CTS (Technical Scientific Committee). Since the outbreak of the pandemic last March, the committee has been guiding the executive on the choices to be made to try to stem the pandemic phenomenon.
The clarifications of Prime Minister Conte
The new decree made official tonight comes five days after the penultimate. The government has intended to promulgate new further restrictive provisions, given the surge in infections in recent days. Under the lens of the premier and ministers, key sectors such as school, catering and sport. Da Palazzo Chigi Conte reiterated: “This measure must allow us to face this new wave in order to avoid a new generalized lockdown. The country cannot afford a new total closure".
Old and new restrictions
The mask remains mandatory throughout the national territory. The obligation persists even at home, in the presence of people we usually do not frequent. We must continue to observe social distancing and hand hygiene. Furthermore, smart working will be implemented once again. "We will give gyms a week to comply with safety protocols - said the premier - if this does not happen we will close gyms and swimming pools. However, there is a government commitment to support entrepreneurs in this sector.
The strategy is not and cannot be the same as last spring - Conte reiterated - We are not unprepared as we were in March. In recent months we have worked intensely, we have more health workers and we have doubled the ICU places. We produce 20 million surgical masks every day. We give a surgical mask for every student in the schools. We have invested more than one billion euros in masks, gloves and other safety devices. We are at 160 tampons a day".
Schools, the new provisions of Prime Minister Conte and the government
Le school activities will continue in attendance. For secondary schools, flexible methods of didactic organization will be favored. Integrated digital teaching is increasing, which remains complementary to face-to-face teaching. And, again, the management of pupils' entry and exit times can be further modulated. Closure of squares, urban centers and restaurants
In the decree it is written that "the mayors order the closure to the public, after 21 pm, of streets or squares in urban centers, where gathering situations can be created. Without prejudice to the possibility of access and outflow to legitimate businesses and private homes ". The restaurants will close at 24 and six customers can sit for each single table. In the decree, no limitations are envisaged for hospitals, airports and highways.
No congresses, conferences and festivals
The decree establishes that “community festivals and fairs are prohibited. National and international trade fairs and congresses remain permitted, subject to the adoption of protocols validated by the Technical Scientific Committee. All conference or congress activities are suspended, with the exception of those that take place remotely. Even in the context of public administrations, meetings are always held at a distance. Unless there are justified reasons of public interest, it is strongly recommended to carry out private meetings at a distance ".
Sports and game rooms
The activities of arcades, betting rooms and bingo halls are allowed from 8 to 21. The opening is allowed on condition that the Regions and the Autonomous Provinces have previously ascertained the compatibility of the carrying out of these activities with the progress of the epidemiological situation in their territories. As regards sport, “basic amateur sporting activities, schools and start-up training activities relating to contact sports are permitted only in individual form. Races and competitions are not allowed. And, finally, all competitions, competitions and activities related to contact sports having a recreational-amateur character are suspended ".
