The renewal of the education and research sector contract for the period 2022-24 was signed at ARAN by five trade unions – CISL Scuola, UIL Scuola Rua, Gilda-Unams, SNALS-Confsal, and ANIEF – while the FLC CGIL decided not to sign the agreement.
On the economic level, the renewal does not bring changes to the existing legislation but opens the way to an advance of resources for the three-year period 2025-27: through a joint declaration the Government commits itself, through Aran, to unblock and make available «within a few months» the economic resources foreseen for that period, allowing for the rapid disbursement of salary increases and arrears.
Teacher pay raise: CIGL refuses to sign
In particular, a one-off payment is foreseen for ATA staff, with resources deriving in part from the financing of the new regulations for this staff, to be spread across the entire sector. FLC CGIL justifies his failure to sign They claim that the offered pay increases would cover less than a third of the inflation recorded over the three-year period and that much of it is already paid as contractual vacation pay. Conversely, the other unions emphasize their responsibility to workers as the reason for signing the agreement: they emphasize that this agreement guarantees the immediate payment of back pay and introduces resources earmarked for teachers' additional pay (over one hundred million euros), with an increase in the RPD and CIA.
From a political and institutional point of view, the Minister of Education and Merit defined the signature as "an important result of contractual continuity", reiterating the intention to move quickly toward negotiations for the three-year period 2025-27. The Government also emphasized that after years of stalemate in the public sector, this agreement restores continuity and protections for those working in schools. Essentially, the agreement represents a significant step forward for the education sector: on the one hand, financial resources are released and the continuation of negotiations is guaranteed; on the other, the issue of the actual impact of increases compared to inflation remains, which has led the CGIL union to distance itself from signing it.
The figures of the school contract
What are the figures of the new contract? Teachers will earn an additional €110 to €185 gross. For teachers with over 35 years of service, the gross monthly increase will be €185,31. The average increase ranges from an additional €142 for teachers to an average of €104 for ATA staff.
Please note: the signing of the 2022-24 National Collective Bargaining Agreement (CCNL) also results in arrears of €1.948 for teachers and €1.427 for ATA staff. This, combined with the arrears of the upcoming 2025-2027 contract, will amount to approximately €2.500 for teachers and over €1.830 for ATA staff.
